Lack of emergency facilities at AIIMS Patna

|

Devika Biswas vs. Union of India and Ors. AIIMS- Patna presently is operational without any emergency services from more than last two year and in cases of emergency the Patients have to suffer a lot of hardships. Moreover, it defies all logical conclusion & rationality that how come a State of Art facility like AIIMS is running without emergency services. Under the government schemes, pregnant women receive an incentive payment for choosing to deliver in an institution. It is fundamentally unjust to encourage women to deliver in institutions that do not have the infrastructure, staff, equipment for emergency services. Inadequate and inaccessible maternity facilities violate a woman’s right to life, equality, dignity, and equality guaranteed under Articles 21 and 15 of the Constitution. That not only in cases of pregnancy but also in cases of other critical diseases or condition a hospital without emergency services is like a body without soul. Further, though surgical facilities are being provided by the Institute but the reasons best known there is inordinate delay in arming the Institute with emergency services. It is pertinent to mention here that there is a need of hour to expedite the entire process of establishing emergency services at the AIIMS-Patna. This AIIMS has to serve the entire population of Bihar & Jharkhnad. Judgement / Status Pending & Notices issued AIIMS-Patna & Ministry of Health (GOI). AIIMS-Patna has filed its response & stated that the process of establishing the truma / emergency ward has been expedited and the same will start functioning form August, 2017. Case has been reported several times in the newspapers.
