On approaching the High Court, BSNL supplies answer to RTI appeal two years after the original appeal

Tapas Pal v. Assistant General Manager (Administration), Bharat Sanchar Nigam Limited and Others., W.P. 13949 of 2017 at the High Court at Calcutta The Petitioner, Tapas Pal has been suffering from a locomotor disability and possesses a valid disability certificate. He has been working as an officer with Bharat Sanchar Nigam Limited (BSNL) in Kolkata, for several years. In 2015, he had filed a request for information under the Right to Information Act, 2005 with the Public Information Officer of BSNL, seeking certain information that he was entitled to receive under the RTI Act. The Petitioner received insufficient information in response to his request and subsequently appealed to the Appellate Authority. On receiving no response from the Appellate Authority, he filed a second appeal before the Central Information Commission but received no relief, and he was again provided with insufficient information. After attempting to obtain information for more than two years, from 2015 to 2017, the Petitioner was constrained to file a writ petition before the High Court at Calcutta. The concerned authorities of BSNL entered appearance in the case, and pursuant to a direction of the Court, supplied all such information as required by the Petitioner.
